Basement vapor barriers
Where do basement vapor barriers belong?
Basement vapor barriers need different placement in a floor assembly and an interior framed wall. As of Nov 2026, DOE warns against impermeable sheeting inside fibrous basement wall insulation because it can trap moisture; slab layers need their own design, with existing water entry resolved first.

| Method | Measure | Check in the offer |
|---|---|---|
| Ground below a slab | Moisture entry from soil | Existing barrier evidence, penetrations and connection to the proposed floor assembly |
| Interior framed basement wall | Drying path through the wall layers | Avoid trapping damp concrete behind impermeable interior sheeting |
| Ongoing liquid entry | Water collection and drainage | Resolve the entry path before enclosing the floor or wall |
Why is a wall different from the ground beneath a slab?
A vapor-control layer slows moisture moving through materials. It does not provide a route for flowing water to leave the basement.
DOE's basement-wall guidance emphasizes keeping a drying path through the assembly. PNNL separately describes a barrier beneath a slab and retrofit treatments above it.
Which assembly suits the surface being finished?
For a framed wall, request a section drawing showing concrete, insulation, framing and finish. DOE cautions against impermeable sheeting on the room side of fibrous basement insulation. A dry inspection day does not establish the right wall assembly.
For an existing slab, use the floor moisture and finish guide. It explains coating and floor-build-up choices; do not turn the wall warning into a rule against every layer beneath a floor.
What belongs in the written layer specification?
Ask which layer controls liquid water, which controls vapor and how the assembly can dry. Request the product specifications, sealed connections and treatment at penetrations. If the proposal names only plastic thickness, it has not explained the relationship between those layers.
Compare that scope with the wall-method decision guide. A surface treatment, exterior membrane and interior collection channel serve different purposes; none can be selected solely because a basement is described as damp.
- A drawing identifying each floor or wall layer.
- The intended drying direction and product compatibility.
- Seams, edges and penetrations that need continuity.
- Existing leak repairs and inspection access before concealment.
When should enclosure work wait?
Delay covering an unexplained wet area until its source has been assessed. PNNL's pre-retrofit guidance calls for investigating moisture and existing building conditions before enclosure work. Concealing damage is not moisture control.
If water is flowing at the slab edge, follow the collection and sump path.
Frequently asked questions
Does thicker plastic automatically make a basement wall better?
No. DOE's warning concerns trapping moisture in the assembly, not simply the strength of the sheet. Ask how the proposed wall can dry with that material in that position.
Is a crawl-space ground liner the same detail as an interior basement wall?
No. The surfaces and surrounding layers differ. A ground-moisture barrier beneath a house does not establish the correct placement for a framed wall finish.
Should a damp slab always receive another coating?
Not automatically. PNNL notes that an existing slab with appropriate insulation or a barrier below it may need only penetration sealing. Confirm the existing assembly rather than adding layers by default.

Ask for the assembly drawing before comparing installation totals. If a separate drainage repair is needed, measure that work with the basement calculator.
